I just 'pulled the trigger' and ordered myself the latest Android handset from HTC. No other good smartphone is avaiable on T-Mobile in the US. If I had the choice it would be the Pre, but Im not going back to Sprint anytime soon.

Changing File Associations is done in Windows. The easiest way is to 1. *Right* click a file of the relevant type (.sis in this case)
2. Choose "Open With"
3. Choose "Choose program..."
4. Click "Browse..." so that you can browse to the program you want. For .sis files the program you want is (assuming you install Windows programs to your C: drive) is C:\Program Files\palmOne\Instapp.exe
5. Make sure the little box labelled "Always use the selected program to open this kind of file" is ticked (checked).
6. Click OK

There is at least one other way to change File Associations in Windows. For details, see Windows Help under "File Associations".

Where do I do that, Harold? In Win XP?

I'm having trouble identifying the program in the list of Psion-related files that I have.
